I want to run a rule on our project as below: 

When an issue is assigned to a specific user let's say (Sara), Jira will calculate the estimation time in tickets that are assigned to (Sara) to see if this user is overloaded then assign the ticket to the next college that can handle it.

Is there something like that available? because I'm trying to do this rule but I couldnít, however, all our tickets have the original estimate filled automatically.
