Auto Numbering an Change Request

Is there a way in JIRA to setup a auto numbering systems to document Change Requests and assign the number to a project like an identifier example: Project Command and Launch- Change Request# 200 and identify the number C&L200. Additionally, is there a way to have an auto assigned number to identify a sub-element number to that CR? Example: Objective 1 inside the CR C&L200 to assign Objective 1 as C&L200.1 as the identifier.

I am not sure what you are looking for here.  Not the numbering so much, but what you're actually working with.

I think you might be saying that you have issues that represent "change requests", which a lot of people do.  Issues already have a unique and auto-numbered naming scheme - the issue key the humans use is of form <project> - <number>

Is that what you are looking for?
