We use Jira for some time now we have around 20 users.
Now we need to enable SSO, does that mean that our previous tickets and users will be affected or deleted??
SSO has nothing to do with your issues, it only affects how people identify themselves to your systems. (How they say "I'm Bob, and that Jira account there is mine". It doesn't actually touch the Jira data at all, the change happens in Access)
