The newly defined workflow cannot be seen in the 'assign workflow' list found on the workflow scheme record. How does the workflow become visible to the assigned workflow scheme? Thank you

Do you maybe have a screenshot that clarifies your problem a bit more?
Normally when you have a new workflow you can add that by going to the scheme and then clicking the "Add Workflow" -> "from Marketplace or Existing"
When you click existing there it should list all available workflows to assign.
