Are projects required to use an issue security scheme in Jira Cloud?

I have created projects using classic software templates, Kanban for example, and have found that I can't create new issues until I assign an issue security scheme to the project, which shows up because the Issue Security Level field cannot be seen on the create screen, apparently because the project has no issue security scheme set.  I did not actively select an option to require an issue security scheme.  Are issue security schemes required in cloud projects?

Hi Ryan - Welcome to the Atlassian Community!

No, issue level security is not required out of the box in Jira Cloud.

Make sure that the Field Configuration for that project does not have that field as required.
