How can I edit filter or boards from a deleted user?
Our project manager has left the company and the filter he created are not editable anymore.
I have administration access to Jira.

As an administrator, you can administer shared filters as described here.
Private filters can only be accessed by the user itself, but as site admin you can work arund this:
Then you can change ownership of the filters / boards and deactivate the user for good.

You can change the ownership on the backend for both filters and dashboards. Go to settings -> System and it is under shared items.
