We started using JIRA software (Free version). Earlier we were able to add 10 users since that's the limit of users in Free version.
We recently removed two users and wanted to add 1 user and it says upgrade your plan.
How do I fix this?
When you try to add a user for Jira Software make sure that Jira Service Desk is not also checked.

We don't use Confluence, We use JIRA Service desk instead.
We have 3 active users in JIRA Service desk.
