Slow Appearing Commits from BitBucket or GitHub in JIRA Edited

I am trying to follow the instructions here to setup webhooks manually in GitHub and running into a few questions.

We are seeing the same issue in JIRA 7.3.7.

Our GitHub connections seem to be pulling one request every 2 seconds which would be great if we only had a small number of repositories. 

Where it lists your instance is it talking JIRA or GitHub instance? 

Is there a limit to the number of DVCS links one should have? We have 12 with many repositories under each.
