On Jira/Confluence cloud you have the little bell notification icon in the top right corner.
I'm looking to find any official documentation on what exactly triggers if something appears there.
It seems there isn't really any official documentation about this so if anyone has a link to it or is sure of how it works, that would be appreciated!
So support got back to me and provided me with the following documentation and some more details:

The "bell" notifications, or the personal notification center, in Jira/Confluence Cloud, are not directly linked to a project's notification scheme. They're designed to give you a personal overview of updates related to the activities you're involved in, or watching, across all your projects and spaces.
As of now, these notifications are hard-coded into the system, meaning that there isn't a specific configuration setting that allows you to directly control what appears in this notification center.
However, indirectly, you can influence what appears in your personal notification center through your activities, watchlist, and the settings in your projects and spaces. For example, if you're watching an issue or a page, updates to it would appear in your bell notifications.
Again, while you can't directly configure the notifications from the bell icon, you can manage the notifications you get by configuring your personal, project, and space settings.
I found this feature request - JSWCLOUD-20427 - which lists a table of what the bell includes - which might be useful?
