Is anyone populating a select list or checkbox field with selectable values from an external data source?

Yes, and you have a couple of options to do this. You can use Assets and have it being populated from an external source. Another option is to use one of the apps in the Marketplace that allows you to connect fields to external data sources. I have used Elements Connect in the past to do this.

Hi @Paul Madison ,

another third-party option to consider is External Data for Jira Fields. This app features a specific use case called Field Options Sync that synchronises a native Jira select list with an external data source. It manages updates, activations, and disabling of options while maintaining their order.

I should mention that I am collaborating with the vendor of the app I recommended.
