Migrate Jira ITSM issue to AzureDevops

I want to migrate when a jira issue created to AzureDevops backlog. How can i do it without 3rd part apps. Is it possible ?

Do you need 2-way integration between jira and azure devops ticket?

If not you can use automation for jira and "Send web request" to create ticket in Azure Devops via Rest API.
