No, unfortunately not. If issues have really been deleted, they're gone.
To prevent this from happening, if you're using company managed projects, you can revoke the delete issues permission for users of a project, an approach I strongly recommend. Team managed projects - alas - do not have a separate permission for deleting issues.
If this is really something you are concerned about, you may want to have a look at available backup solutions from the Marketplace that may allow you to restore issues (and more) that get removed by actions from your users.

By default, Jira does not track deleted issues and deleted issues are lost forever. To prevent it happening again, you can try Restore Deleted Issues app developed by our team. In order for this app to work, the app must have been installed before the issue is deleted.

Maybe you can check if those issues were moved to other projects. If they were deleted, there is no way to see who deleted or recover them.
To track and recover deleted issues in the future, you might either back up your projects or get an app with the "restore deleted issues" option from the marketplace. The one developed by my team is Issue History for Jira, but the option works only after activation, not for previously deleted issues.

As it has already been mentioned if your data was deleted, unfortunately, it's gone. To avoid situations like that, it's worth considering to back up your Jira Service Management ecosystem. With regular automated backups (like GitProtect backup & Disaster Recovery software for Jira), you can be sure that you can restore your data in any event of failure by recovering your data from any point in time, granular restore, restore to the same or new account, restore to your local device, etc.
And, it's worth using tracking tools, as @Yuliia_Borivets__SaaSJet_ mentioned.
