I want a customer profile to be able to view and add comments to tickets in a specific project through their portal without giving them an agent license as they are customers.

Hi @Steve Denney 

If the other project is not a Jira Service Management (JSM) project, you won't be able to enable that kind of ability without consuming a license. If the other project is JSM, you can do this by utilizing the Organization feature. https://support.atlassian.com/jira-service-management-cloud/docs/group-customers-into-organizations/
