How to make custom field mandatory if other custum field have certain value ?

Hello, 

Id like to ask a question. I think JSM should have this option, but i just cant find where, and how. 

How can I make a custom field "protokol o připojeni" mandatory for transition in workflow, but only if other custom field "pronajimatel" have text value "Správa Železnic".

If custom field "pronajimatel" is not equal "Správa Železnic" then i dont want custom field"protokol o připojeni" to be mandatory for workflow transition.

Currently OOTB also we don't have this option.

Usually this can be achieved by Scriptrunner Behaviours option but that feature is also not there in Scriptunner plugin Cloud variant.
