Is it possible to give someone who doesn't have a JSM license the right to change attributes of assets?
The idea is that someone who is not an agent in JSM, but only issues devices can change the owner in asset management.
I don't think that this is possible. Assets comes in bundle with JSM premium and not any other Jira family product. So I would expect that the person who can tweak things on Assets, has a valid JSM license.

I agree with @Alex Koxaras _Relational_ that it is not possible with JSM default assets. Nevertheless if you work with an asset app like STAGIL Assets you can managed permissions separatly. Feel free to contact the support via support@stagil.com.
