Can't delete Organizations created in error

A few of my users created additional Organizations in error and I am having extreme difficulty deleting them. Can you help me delete them and tell me how to stop users from creating new organizations?

I have renamed all of the organizations I want to delete to Canceled(1,2,3...).
I have canceled all of the subscriptions and products.
There are no domains attached to them.

in one of your help articles it says that once you cancel after a period of time you can delete the organization. Now that time has passed the subscription is no longer there and it still won't let me delete the organization.

We've had this problem as well. You can only prevent your domain users from spinning up new sites/organizations if you are on Enterprise plans of their products.

What we discovered is that users are being bombarded with ads and promos which direct them to Atlassian support pages which have links to "Try this (software/product/etc.) now!" and then it takes them through creating a new site. The users don't know what they're doing and don't actually mean to do that, but the process is deceptive.

Per the Atlassian update posted in JRACLOUD-80451, we raised a support ticket with Atlassian for our site/org to be opted out of all the promotional experiences they bullet out. This has helped us a good amount to curb this behavior, while we await our Enterprise licensing so we can flat out block this for users in our domain(s).
