when linking to another issue is it possible to view only issues of a specific user selected project and select from those?

I am in a situation where upon opening up an issue within a certain project i wish to link to another issue of a different project. I get back all issues which are open within my JIRA instance. How do I limit to view only the ones relevant to my project of choice?

You can't. The whole point of links is to allow linking to any issue you can see, so arbitrary limiting rules simply aren't there.
