move issues - enforce validations when moving between projects

Would like to add validation - such as "required field" during move of an issue from project A to project B

Yes, you can.  Make sure you have move permission in the source project and create permission in the target.

Ok.  The only validation JIRA can do is on the schemes.  If a field is mandatory in the target project, and you try to move an issue with an empty value for that field into the project, it will demand you fill it in.

It can't do validators because you're not moving the issue through a transition, and if you've done things with behaviors or javascript, they can't be executed, as you're not in the issue screens.
