I don't know how your excel file for test cases is looking right now, but you can use Jira's integrated csv importer (https://confluence.atlassian.com/adminjiraserver/importing-data-from-csv-938847533.html)

For better Jira integrated test management I'd recommend you checking potential apps anyways: https://marketplace.atlassian.com/search?query=test%20management

This will allow you test coverage for your requirements plus good overall test reporting.
