how to ensure port 3306 available for MySQL connection

I have trouble connecting to a MySQL database which sitting on ubuntu14.04 thru  default port 3306 , could you help me ?

I have another server running CentOS 7 , same database MySQL,  connection by port 3306 is no problem at all. 

Anything I need to check to ensure port 3306 available on server so I can make connection ?

Are you trying to access mysql from an external server or from the same server (localhost)?

I was trying to access mysql from an external server/desktop thru port 3306.   Navicat connection  failed. So wonder what should I do to make the connection successful
