When I click the assignee field it just shows unassigned and will not let me assign to anyone. I have to go to the old view and use the assign button. This is causing a major issue across my organization.

It sounds like you don't have "Assign Issues" permission for the Project(s) in your board. You will need to work with your Jira admin to get added to whatever is used to grant that permission.

Based on my permission scheme above its any logged in user, so that doesnt seem right. I am Admin, and I cant even do it.
