Unable to Create a Completely New Board

I am trying to create a completely New Board.

Follow below steps to create

1. Select Agile > Manage Boards from the top navigation bar.
2. Choose Create board at the top-right of the page.
3. Either:
   
   • To create a Scrum board:
   • To create a Kanban board:

     Selects Scrum board option and move to next page. There I get option to select from old project.
     Requirement is to create no project, but I get option to select old project.
     Please suggest how to create completely new project .GetS below screen to select old project

Boards and projects are separate things.

You have the rights to create boards.  You do not have the right to create a project (that is limited to JIRA Admins).

If you want a new project, you'll need to ask your administrators.
