we just moved to the server version of JIRA Core. All the cloud data is restored, but we don't receive notification emails.
And now it seems the smtp settings won't show in our server version, see below. I understand that the below page is the correct one for the cloud version.

for JIRA cloud, smtp is configured already, all you need to do is enable it.
so it is enabled for your jira. have you configured your notification schemes?

uhm, we just moved to the server version - not in the cloud. We restored our cloud data (export in the cloud, import on our server).

sorry i quickly browsed the question and missed some points. can you try clicking on "send email" under mail section? what happens then? what does it say to you?
also you still need to configure your notification schemes.

I know this may be an old question, but for everyone who is experiencing the same, as of Jira 7.8, the Global Permission Jira System Administrator (not to be confused with Jira Administrator) is required to be able to configure the details of the Outgoing Mail, while Jira Administrators can only turn it ON and OFF.
