how do we disable 

.../rest/scriptrunner/1.0/message...

in the access logs.

what does it do? why Scriptrunner is engaged on issues not involved in any of the workflow logic, no scripted fields, etc

I restored the information contained in that page. For info, these are the instructions on how to disable the message:

Disabling Messages Functionality
In order to get the messages to display, Script Runner needs to poll the server any time a screen panel is refreshed. This is a very lightweight operation, and shouldn't cause any performance impact. However, if you want to disable it you can find the Script Runner plugin module: Displays messages to the user generated from script workflow functions (userMessageUtil), and click Disable.
