Is migration from Rational CLM possible to jira?

I am trying to check the feasibility of migrating Rational CLM data to Jira

Very much so, but you need to define how you want to represent the data in JIRA and how you're going to map it.  That determines what your best option for migration is (imports, scripts, external scripting, trying to build JIRA xml data, etc)

Great! Do we have the documentation available for it? Also, wanted to check if all three components RTc, RQM, RRC can be migrated?

There's some generalised principles, but the migration is mostly in the transforms.

You need to specify how your RTc, RQM and RRC things are going to be represented in JIRA and what formats in which you can extract them from Rational.
