I would like to create an issue priority board where each project is a separate column. Then I can drag issues up or down to reflect the client's priority. One client has all High priorities so I need to drag them up or down. Meaning priority selected is not sufficient.
Boards are designed and built to represent your issues moving through their process from one side to the other. So the columns represent status, and nothing else.
To base boards on non-process related things, you will need something to draw them up differently. I'd look at the "Canvas" add-on, which lets you pick any arbitrary fields for the x and y axis on a grid of issues.
