How can I sequence tasks in a business project?

What are some options for sequencing tasks in a business project. I would like to make sure tasks are done in a particular order. For example:

1. Hang drywall
2. Paint walls
3. Lay carpet

When I add issues to my project, they all show up in the open issues list. Can Jira help ensure the "Lay carpet" issue doesn't get worked prior to the "Hang drywall" issue?

did you ever get a answer to this?  curious to know if #1 is delayed, can #2 be adjusted accordingly.
