How block spam issues created on JIRA?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

There some spam issues created on our JIRA. This is community JIRA, and open to all over the world. Everyone can register an account and report issues on it. Is anyone can give me some suggestions?

They are suggesting the use of CAPTCHA

The problem is that CAPTCHA was broken several years ago - this system of Answers is under constant attack and several accounts get past CAPTCHA here every day. If this user wasn't already using CAPTCHA, their system would be utterly unusable, as it is, all they can realistically do is delete spam accounts, and turn off the global ability to sign up.
