When I go to add a billing contract I get this message so if I give a name this person becomes the billing contact but doesn't take up a seat?
This contact has not been signed up. Please enter the contact's first name, last name and phone number and we will send out their new user credentials via email.
The account you are setting up there is an Atlassian account, not an account on your JIRA Cloud system. The account I use here to post also owns some Atlassian systems, but it can't log into any of them (and hence doesn't consume any licences)
