When I go to add a billing contract I get this message so if I give a name this person becomes the billing contact but doesn't take up a seat?

The account you are setting up there is an Atlassian account, not an account on your JIRA Cloud system. The account I use here to post also owns some Atlassian systems, but it can't log into any of them (and hence doesn't consume any licences)
