Can you please explain if I can use JIRA cloud app to create new JIRA issue from slack

I would like to clarify, you are using Jira Cloud and want to create a new JIRA issue from Slack, right?
At this moment it is not possible to create issues directly from a Slack channel. Would be very nice if you could check this documentation that has a list with all the actions you can do in Jira from Slack.
About the functionality to create issues from Slack, there is a suggestion ticket for this:
