I want to close a project, so I took away the permission to create new tasks. The problem is our users have to finish the existing tasks (also create new subtasks).
Is it possible to create subtasks but no normal tasks?

No, the permission is flat - you can either create issues in the project, or you can not. It does not look at the issue type.

A sub-task has to be a child of another parent issue, so if you have blocked the ability to create anything besides a subtask, they wont be able to create them.
