How do you disable logging against a parent issue while allowing it for sub-tasks of the issue?

How do you disable logging against a parent issue while allowing it for sub-tasks of the issue?

For our projects, we want all time worked to be logged in sub-tasks, not the parent issue. Is it possible to disallow logging time on the parent issue? We have Tempo addin too.
