Is there a way to add notification scheme directly to a user group so when a user in that requester group creates or updates tickets in any project the other group members are notified?

Adding a group to a Notification Scheme is easy but putting a condition on it is a tricky one. What I can suggest are:

  • Create a "generic" account that has your team's distribution list as its email and set it to "Auto Watch" issues it has been assigned to. For me, I will set it up as the default assignee so that it will watch all the issues coming in the project.
  • Create a "Viewers" role in your project and add your group to this. Update your notification scheme for all the related events you need.
