Disable/Enable Script Fragment Systematically- Scriptrunner

We're facing an issue in our current version of Jira (7.12.3). After a restart, the Scriptrunner plugin is missing some of our custom fragment modules which should be displayed in the UPM. It's not until after I go to Browse Scriptrunner > Script Fragments and disable one of the fragments there and then enable again, does it actually show in the list of modules in the UPM menu for Scriptrunner. Is there a way to systematically disable/enable a fragment? 

Something to note, when I try to enable the module with a script, it says not found, though it shows in the UI as available for me to choose "Disable" on (see attachment). So I'm assuming my script is checking the UPM list of modules and can't find it just as I can't.
