workflow list page does not display the Description while workflow schemes list page does

Where I can vote for making workflow descriptions visible on the workflow list page jira/settings/issues/workflows, the same way descriptions already visible on the    /secure/admin/ViewWorkflowSchemes.jspa page?

I have not yet found a change request for that listed in the Atlassian Public Jira instance.

If you are a Jira Administrator, you could open a support case directly with Atlassian to ask them if this is a documented change request and get the link from them.
