why my Worklog dialog has too few fields?

when I try to log work my work log dialog only let me set issue, time spent and time remaining.

Why there is no start date, Description field?

Why i can log time in To and From manner?

is there any way to configure worklog dialog?

You should see other fields after starting to enter time spent. it looks like a recent UI change by Atlassian.

my bad, just saw the changed dialog and started finding missing fields.

yeah it old ui what i was looking for. but Jakub is right.
