why i cannot add confluence

You state you are a product admin, only org or site admins can add Atlassian apps like Confluence.
Are you in any of there admin roles of your organisation or site?
FYI when a person is creating a new Question in this forum they have just one check box for "Admin" to designate their role. If it is checked then PRODUCT ADMIN shows as the Permission Level. There is no option to specify the type of admin other than adding the data to the text of the question.

Yes I checked that lately myself as I pretty never using Question form here.

Hi @Esther Wat, that message is pointing straight at the cause: this isn't a Confluence problem, it's the billing state of your site blocking any new product from being added. It normally means an overdue or failed payment, an expired card, or a subscription that recently lapsed or was downgraded.
Whoever manages billing should open admin.atlassian.com, go to Billing, and check the subscriptions and payment details for anything overdue or a card that needs updating. Clearing that usually lets the product install right away. Worth knowing up front, both adding products and seeing billing need org admin rights, so if that account isn't yours, the billing owner has to be the one to check.
If the billing side looks completely clean, the other common trigger for this exact error is a Confluence subscription that was cancelled on the same site fairly recently and is still being removed in the background. That finishes on its own, and then you can add it again. If neither fits, it's one for Atlassian support, since they're the only ones who can see the site's payment state.
