Jira is not based on any MS technologies, and nor are its apps, so this message is about something on your machine that is not part of Jira.

I am guessing "the excel add in" is something you are trying to install in your browser or excel, or somewhere else, and your machine does not have the supporting frameworks it needs.  You'll need to follow that up by checking the installation on your machine and then with the vendors of whatever software it is you're trying to use.
