why can't i add a service

I am looking into doing some automation, but the Service page in Admin does not allow me to add a new one. It just looks like:

I looked through the options, but didn't find a reason why this is disabled.

Because Atlassian Cloud support are not willing to support it, so it's disabled.  See https://confluence.atlassian.com/display/Cloud/Restricted+Functions+in+Cloud+Applications for the list of things you can't do.
