Where are the permissions set for what role can import to a project?

I guess we are talking about csv import?

There are two possible permissions to import issues via csv

1. An administrator can do it 
2. Any person with create Issue project permission and global bulk change permission can do.

go to project permission scheme then you will see the permissions of the the project..then you can change them as you needed..
