where we can find the Base url because i can't see it in general configuration.

On Cloud, it is <yoursite>.atlassian.net/jira

Hope you are doing good!!

If you are talking about Jira Cloud, your base URL will be your Jira URL.

and if you are talking about Jira server/DC then please follow below steps.

In the upper-right corner of the screen, select Administration > System.
In the sidebar, select General configuration.
Select Edit settings.
Enter the new URL in the Base URL text box.
Select Update to save your changes.
