where the atlassians unmangaed users are stored

HI team,
I can see users associated with my domain on managed accounts page. but when i hit the GET /scim/directory/{directoryId}/Users API its shows managed and unmanged accounts, so where this unmanaged accounts are stored ? and how can i see it on atlassian admin console?
