That is correct, it's because there is no pixel implementation.
Atlassian Marketplace has chosen not to do customer information gathering that way, and my understanding is that they have no plans to use it in the future.

You can't implement it. Pixel tracking requires changes to the website you want to add it to, and also can be configured to do things that people would have to consent to. Atlassian have chosen not to gather user data this way.
They do gather user data though, the marketplace has APIs that we (Adaptavist, and I assume many other vendors) use to get information about who is using our apps. Work through the links Laura gave you in her answer, they're what you need for reporting on app usage.
