Hi,
In Confluence Cloud, there isn’t an admin setting to disable notifications globally for a single user. Notifications are controlled at the user level.
The user can reduce or stop them by:
* Going to **Profile → Settings → Email notifications** and disabling them
* Unwatching spaces/pages they follow
* Turning off auto-watch for edits/comments
* Adjusting notification preferences to minimal
If needed, an admin can also remove the user from page/space watchers or restrict access to those spaces.
