we are trying to update 7.12.1 to lastest jira version "com.install4j.runtime.beans.actions.files.C"

Filesystem permissions? Seems like it can't unzip the archive, which makes me think the user you are running the installer as doesn't have permission to write to the /opt/atlassian/jira
