users can not close issues

I have an issue with "closing issue permissions".

We set up proper user permission, but non of our users can have access to "close an issue" , "start progress" and etc. (please see the screenshot)

Could you please help me out with this?

Hi Mohammad,

Please make sure you have "Transition issue" permission under your project's permission.
