user management confluence

Hello,

I have confluence and Jira installed on a server, but when I want to add a user into confluence, I get this error:

@Pieter-Jan Vanhoutte  It looks like privilege  issue please check global permission do you  have   the system  administrator permission, if  not then  add your self  and try to  add user again.
