Hi - My company is already on an existing cloud instance. We currently have Standard Jira plan. Would it be possible for few users to be upgraded to the primum additions while others in the company remain in the Stand version of cloud?

The free/starter/standard/premium/enterprise levels apply to the instance of the service, not individual users.
So, no. Your jira users all use the same system, and it's the level of the system that matters, not the accounts for people.
