This appears different from the behaviour on my site. The comments are shown even if I don't have the project admin or the Add Comments permission.
Also, in case there are no comments on an issue, you should see 'None' instead of the blank column.
I suggest contacting your admin, who reaching out to Atlassian Support for further troubleshooting if they notice any unexpected behaviour.

Did you check if you have the Add Comments permission in the project? If not, your Jira admin needs to include you in the permission scheme for the project.
