trying to install Zypher for Jira but failed and also i do not have access to administration section

I already downloaded Zypher squad (server) but i can;t install

Welcome to the Atlassian Community!

Cloud and Server are totally different architecture for apps and you can't add apps for one into the other.  (I'm talking Cloud because that's what you've tagged the question with)

Also, only administrators can install apps (on either type of system).  So I would suggest that you ask your admins to install Zephyr Squad for your system, by visiting Admin -> Find new Apps -> search for Zephyr squad -> Install
